Does the person paying me need bump?

No. They need a contactless card or a phone wallet, which is anything they'd tap at a supermarket. Nothing to download, no account, no sign-up. That's the point of running on the Visa network.

Isn't this just a bank transfer with extra steps?

A transfer needs them to have your details, open their banking app, retype an amount and remember to hit send. A bump needs them to hold their phone against yours. And it's authorised there and then, rather than sitting in a pending queue.

What stops someone charging me by surprise?

Nothing moves without the payer approving it on their own device: face, fingerprint or PIN. Both of you see the amount and the note before anything happens, and every payment carries the same dispute rights you'd have in a shop.

How does Pay by Link work with Click to Pay?

When they open your link, Click to Pay recognises the card they've already enrolled with their email or device, so they skip typing a card number. They confirm with a one-time code or their device, and the payment lands in your bump balance.

Am I a merchant now? Is this a tax thing?

bump keeps personal money and side-hustle money in separate buckets. Split-the-bill payments stay personal; anything you tag as trade exports as a clean CSV at tax time. What you declare is still between you and the ATO.
